1. Log-in your Blogger.com account.
2. Go to your blog and look for the earnings tab.
3. Apply for Google Adsense by clicking the "Sign up for Adsense" button.
4. Wait for your application to be approved.
If your application is not approved then you should have the following in your blogger.
1. High quality and original contents.
2. Privacy Policy, Contact Us and About Us pages.
3. Your blog post count must be 25 and above.
4. Be sure that your contents are updated.
